A level 3 employee starts with some very healthy stats, with a design + tech totalling around 600. They are not that common in stage 2, but they are out there. If you don't get any in your search, choose none and do another 80k search.
What you are looking for are level 3 employees. When searching for a new employee, spend exactly 80,000 on the search.
